We have around 90 packages on each of our Integration Servers.
However, this hasn't really been an issue, as Designer used to fully load pretty fast - typically in under a minute.
Also, I haven't set it to connect to our Integration Servers at startup.
Unfortunately, I haven't received a response yet from our Help Desk/Security team regarding the antivirus exclusion as suggested by Akshith and Dave.

For faster startups, Java applications should have the same min and max values for the heap. Though, increasing the heap size of eclipse might have a downgrading effect due to longer garbage collections.
Referring to my earlier post, how many packages do you have on your ISs, and how big are they?
How many integration servers do you connect at designer startup ?
FYI, IMO 5 minutes for designer to load is not that long. I have 8 gigs assigned heap size, it still loads around 5 minutes.

Unfortunately, increasing the Java Heap Size in eclipse.ini file didn't solve the issue.
I'm using the following vmargs:
-Xms512m
-Xmx2048m
I think that the issue is with the antivirus. I'm waiting our help desk to proceed with the exclusion and as soon they finish I'll let you know the results.

Hello dears,
Our SoftwareAG Designer software it's taking a lot of time to start after we click the icon, something around 3-5 minutes to fully load and start.
It's happening with both 10.3 and 10.11 Designer versions.
I've already deleted the workspace folders in the User folder. At the first time it doesn't take too much time, but it happens again after some executions.
Please, is there anything I can do to fix this issue?
