Thanks, my profile always showed my location as US. But in the meantime I received an email from ibm saying they "fixed an error in my account", and afterwards I was able to download db2.

and you logged in with your IBM Id - can you download Db2 11.5.9 Community Edition from the download links?
I tested it just now and both Windows and Linux flavors are downloadable.
Check your IBM Id profile whether your profile shows you as residinf in Afganistan, Cuba or other "interested" countries.

Db2 11.5.9 community edition download consistently fails for me with error page "US Export Validation is Under Review". My IBM profile and public IP both indicate that I'm in the US. I've tried on several different PCs and browsers (all from the same location), and always get the same error. Any advice would be appreciated.
