In attempting to prepare for DB2 V13, Data studio is being sunsetted is my  understanding. Can you clearify which is the best tool that include the free version of Visual Explain features.

Visual Explain is part of the Database Services Expansion Pack orderable, no charge feature of Db2 Accessories Suite for z/OS.  There is an FMID H2AT210 - SQL Tuning services which provides Visual Explain among other features. SQL Tuning services have been integrated with Admin Foundation so the one UI supports Visual Explain and other tuning features.  If you don't need the UI, you can simply leverage the APis within your Ci/CD pipeline.  If you would like the UI,  you will need to separately obtain:
- Db2 Administration Foundation for z/OS.  The recently announced Admin Foundation 1.2.1 now includes Unified Management Server for z/OS, which is required by Admin Foundation
- Zowe - required by Unified Management Server
