It looks like IBM is only supporting 10 dot versions. I suspect there is no chance you can just go with 10.6.x at this time?
And, though switching to Docker could get something up and running, you'd struggle with the networking, and, for this, you'd likely need an entitlement as well.
And because you're using 2018.4, you're banging your head on the floor for not keeping the original OVA somewhere.

It does seem the Docker version of that is still available in the repo (though I haven't specifically tried creating a Docker with that version). But, if it is so you can do a secure restore, you may be in a lot of hurt right now.
