The link from Varum post is for EDS.  That's a little complicated.  

Start with a simple custom column creation.  Follow that link above. 

Then in Datacap Navigator or TMWeb there is a way to create save filter.

When you save a filter is storage it in the application.  

Example:  C:\Datacap\TravelDocs\savedfilters

 Once you get all that down. 

I think your question is how can I let all these save filter be touch be certain users. 

Maybe you need to create a user preference using the json user preference.   That's all I can think of.

There is a way to create a custom json file on the user preferences. 

I can't say for sure but using a user preference json file you can control the user preference setting.  

You can add which columns they can see.  Thou I can't be sure about the save filters.

Maybe you can build a filter and copy to the savefilter folder?
