This is a good question.
AUVU licenses are 'Authorized User' licenses. This means that a named person needs to be assigned to each license.
For example, if I am working on Datacap with one or more of your applications, I am one of the Authorized users. I consume one of the licenses even when I am not working in Datacap, even when I am on vacation. As long as I am employed by the company and my job role includes working in Datacap, I consume one of these licenses. The license becomes available to assign to another user only when I either move on to another role in the company where I will never use Datacap or I leave the company altogether. If I move on to another role in the company where I only use Datacap once in a while, I still consume that license.
You have 21 AUVU licenses and 3 Datacap applications. This means that you can have a maximum of 21 named people / Authorized Users work in Datacap. Each person can work on one or all three of your applications.
AUVU licenses cannot be shared among users.
Here is another way to think about it:
How many user accounts do you have in Datacap?
If you have more than 21 user accounts, then you need more licenses.
If you have 21 or fewer user accounts, AND none of those user accounts are ever used by more than one person, then you are correctly licensed.
All users, including managers, developers, consultants, contractors, administrators, as well as the people that actually run Datacap must be licensed.
