I would recommend you to try 'remote capture'. You can run capture program on anther VM, remotely connecting to Db2 SaaS.
I have not tried this option before, but I use the same approach for RDS Db2 which is AWS version of managed Db2 service.

I am not really sure if it works or is supported right now because there are only Cloud databases listed in the Features and capabilities of IBM Data Replication (Cloud).

The very first requirement to access on-prem databases from the IBM Cloud is to
- provision the cloud product Satellite and
- configure a Satellite connector and
- starting the Satellite agent for the location and
- add a Satellite endpoint to the on-prem db2.

When the Satellite connector, agent and endpoints are configured then the db2 on-prem database is accessable from IBM Cloud services like IBM DataStage (tested) and I assume also IBM Data Replication (but not tested yet).
