The IBM AIX Open Source Toolbox is here:

Downloads are from here - example of Python Interpreter 3.9:

It is recommended that you install "dnf" to work out dependencies. Download the dnf_bundle files and install that
This assumes a recent version of AIX like AIX 7.2 or AIX 7.3

Dnf is the replacement for yum and has the same syntax.
