Cost pool for corporate intelligence tools?

    I have a question to the corporate intelligence tools such as IHS GEPS, TradeSignal, Energate, Capital IQ and so on: To which cost pool do their license costs belong? 

     

    In my opinion it could be Outside Services/Managed Service Providers or Other. How do you deal with these license costs?
