I am not to answer this officially -that is the responsibility of our Product Management.
It is my understanding that the reason for requiring Enterprise License for the container version is that it supports newer Governance functionality (currently additional new Recertification Campaigns) and that more will be added. I believe the goal is to have a similar Governance functionality as the target that what IGI has currently as part of merging the functionality to the IM platform in steps.
But as said - I am not speaking officially on this - if you want a deper insight please contact your IBM representative as roadmaps are under NDA.
