The last time I dealt with this issue was in ancient history. Someone else can validate if this still applies (I believe it does).
Check to see if the cube has a TIME_DIMENSSION assigned to it.
To do this, click on the three vertical dots (ellipses) to the right of the cube name in the PAW navigation pane, and choose Properties in the context menu. In the Value column, click on Select dimension on the TIME_DIMENSSION Property name row and choose the cube dimension that is the time dimension. While you are here, you should also choose the MEASURES_DIMENSION.
Once these are populated, you must save to disk and then republish the package ensuring that these two properties are identified in the package.
If this is all in order, then there is a different issue to which I am not familiar.
