That first address is via a web server configuration and not being able to access that means that your web server is offline. How to start it will depend on your environment.

I hope that you and yours are all doing well.  I could not access Cognos this morning through the typical URL of -

http://localhost/cognos/bi

I now have to redirect traffic to port 9300 -

http://localhost:9300/cognos/bi

We are on a heavily used network and this work-around is causing hardship and frustration for our users. We need to quickly resolve this issue by addressing the root cause.
