Is there a way to change the report name and location in a job without impacting the options and prompt values?

I'm unaware of a way to change the report name or the location of the report by accessing the properties/configuration of the job itself.  If a report is already attached to a job and you want to rename the report in a manner that will update the job automatically so you don't have to reconfigure the job, you can right-click the report from your Team Content or My Content folder (wherever it is), select Properties, and then rename the report.  The job will update automatically using the new name because the report still uses the same, unique object ID in the content store; the name is just an attribute that displays.

You can do the same to move the location of the report by right-clicking the report, then select Copy or Move (choosing to move of course).  The job will also update itself to the new location of the report using the unique object ID in the content store (in the backend). 

Note that the ability for jobs, schedules, etc. to follow changed report names and locations does not work if you open a report and save it as another name.  That creates an entirely new object ID in the backend that no job or schedule has been tied to before.  Also using the copy function instead of the move function will do the same.
