We have setup a new LSF cluster, while admins can log-into application center, I am curios to know if cluster users could use application GUI to submit jobs/manage pipelines.

yes, this is possible and is - IMHO - the primary purpose of PAC. This

I can login into the application center as lsfadmin but I cannot login into application center as a normal cluster user (non-admin), could you please suggest what could be the issue.

Abhishek,

Application Center uses OS authentication.  You should look through your syslog and audit log to find the reason.  If you have further issues, open a support case with IBM Support.
