FYI there is no mention of specific Cloud Extender module in your post so I can't be more specific.
If the module allows for HA mode then you need to ensure: - it is supported - it has the same software versions on all servers - and all servers have the exact same configuration.

Please remember that Scaling the Cloud Extender has certain requirements for server numbers etc depending on modules used, number of devices/users etc
