You change the VIP using the powervc-opsmgr command:
 
 
  # powervc-opsmgr config changevip -h usage: /usr/bin/powervc-opsmgr config changevip -h changevip
        [-h] [-v] -c CLUSTER -r VIRTUALIP -l [-p]
 
 
 optional arguments:
   -h, --help            show this help message and exit
   -v, --verbose         Standard verbose argument. Use this option to specify
                         verbosity while processing inventory.
   -c CLUSTER, --cluster CLUSTER
                         Provide the cluster name holding the hosts on which
                         the user should be created.
   -r VIRTUALIP, --virtualip VIRTUALIP
                         Update PowerVC to use a new virtual IP management
                         address
   -l, --current_node    Update network configurationof the current environment
   -p, --prestage        To run the pre stage steps for updating IP details
