Probably this is an Enterprise feature. However, I find very strange that IBM/HCL do not provide a detailed table/document describing which features are NOT available in each edition.
Some of the features (CPU VPs, SHMEMEM etc) are disabled/limited on the binary level but others are disabled on the Licensing level like CLR.
This InfoSphere reference is not conclusive because the product name is mentioned, not "CDC" explicitly. Maybe InfoSphere needs some other Enterprise features to work.

At the bottom of the table there is a row for InfoSphere® Change Data Capture. You don't have to buy that product to use CDC of course: you can write your own C or Java program. However, the fact it is not available for use with Workgroup Edition suggests to me that the Infomix component of this stack - CDC - is what is not available.
As has been suggested elsewhere I would speak to IBM, HCL or your reseller, whoever you deal with for licensing.
