Hi Laura, I see that you have not had a response from the community to your question. I may have a partial answer, so here we go:
Are you trying to add tags to CA to track report usage? If so, is this due to issues setting up Cognos auditing? If that is the case, your best option is to reach out to IBM support.
If not, are you able to query data sent to Google Analytics etc from Cognos? If so, the following applies. If the data is made visible via Google BigQuery then it could be consumed that way.
https://developers.google.com/analytics/bigqueryThere are other products we support and can query and they offer their own connectivity to Google Analytics.
One example being CData's Connect Cloud offering.

Subject: Can you use Google Analytics with a Cognos Report Studio Report
We do a lot with JavaScript in Cognos Report Studio. We typically utilize the method that makes use of an HTMLItem to add JavaScript to a report. I've been attempting to add the Google Analytics JavaScript tracking code for a while now. I can verify that the HTMLItem is active in the report using alert statements. However, I can't see the tag JavaScript functioning properly using Chrome DevTools and checking the network tab. If I move the same exact code to a plain HTML page and load the page, it works fine. Has anyone been able to successfully obtain analytics on Cognos reports being run using Google Analytics? Have you found other ways to track analytics on reports run? We have not been able to set up the audit information that comes with Cognos and we're looking for alternatives. Is there a way to get Google Analytics or similar tools working with Cognos successfully? Thank you.
