    I have MKSYSB image AIX 5.3 TL9 SP1, it cannot install on Power 7.

    Power 7 requires at least AIX 5.3 TL12 can be installed, so I have to update TL on my mksysb first.

    I found only migration from 5.3 to 6.1, 6.1 to 7.1 and 5.3 to 7.1 but not found any update TL with NIM.

Your only option is to restore the mksysb on a supported system (a Power5 or Power6 should do the trick), upgrade to the required TL, create an mksysb again and restore it on the Power7 machine. Do you really have no Power5 or Power6 machine/LPAR available, not even for an hour or so?

    And have you actually tried doing a restore of the mksysb on your Power7 machine, possibly in Power6 CPU compatibility mode and with virtual hardware only (veth and vSCSI)? Sure, it's not a supported configuration and not all hardware might work properly, but perhaps things work well enough to at least allow you to upgrade to the proper TL.

    A possible alternative might be to use a Versioned WPAR under AIX 7.1. You can restore AIX 5.3 mksysbs in there and run them with full IBM support. As 5.3 is near End of Life, this might be a solution for you. Not just for your immediate problem at hand, but also to remain supported in the future.
