Can I develop custom adapter for earlier verstion of integration server(4.6 /4.1) using latest 6.1 ADK so that it will be useful for us when we upgrade to 6.1.

While most 4.6 adapters will run in the 6.1 Adapter Runtime (ART) (but without taking advantage of the new features), I do not believe you can build 6.1 adapters that take advantage of the new ART functionality and expect them to run in older versions.
Do you really have a need to create a custom adapter?

Yes Mark we need to write custom adapter. But we are not upgraidng immidiately so this question arised. But documentation of ADK does not say about verstions of IS it can run.
