I certainly understand that it might be certificate related.
As for the NIST, this is just a warning and I will upgrade the cryptography once I have connection to the Content Store.
Due to the Holiday, I am currently having my network team restore the pre-upgrade images with CA 11.0.13.
Interestingly, on the first server, they restored the image and I was able to connect to the Content Store.
However, I have not restored the pre-upgrade versions of the databases!
It's as if the Content Store was NOT upgraded to the new release - Any thoughts on this would be much appreciated!
Therefore, after the Holiday break, I am going to re-attempt the upgrade, but I will take a full Content Store export prior to upgrade and then have the Content Store dropped and re-created empty. Then, restore the content store by doing an import.
I hope this will give me better results.\

Since you are using TCPS could it be some problem with the certificates? They should have been preserved with an over-the-top upgrade but might want to check into it. Also, the NIST warning means that you probably need to increase the strength of the confidentialities to 256-bit under Cryptography > Cognos and may have to remove weaker ciphers there as well. NIST is an SSL standard that requires strong encryption basically.

I have completed an upgrade to CA 11.1.7 FP1 from CA 11.0.13.
Upon trying to connect to the Content Store I am getting the following message:
[Content Manager database connection]

[ ERROR ] Content Manager is unable to connect to the content store. Verify that the database connection properties in the configuration tool are correct and that when you test the connection, the test is successful.
My Content Store is on Oracle and the connection defined as:

Whilst certain entities have been obfuscated, this same connection worked previous to the upgrade.
We use SSL and SSO.
Other than running an over-the-top install, I have made no other changes to the configuration.
Note: I am also getting an [Check NIST 131A conformance warning] while starting Cognos services message, but as this is only a warning I want to resolve the database connection issues first.
