I will try defining the language. It is happening for every user. When it happened to my user, it initially loaded correctly but changed after a ran a report.

It looks like Cognos is unable to retrieve your default language. You can try to define a language (I don't have Cognos Analytics v11.0.x to provide screenshoots) to see what is wrong.
Is it true for every user or just for a specific user? Did you try to log in "private mode" (it might be a cache issue)?

This is occurring on one of our servers that is running Cognos 11.0.13. None of the other servers on 11.0.13 are being affected. The names of the objects displayed on the main navigation are including % and other icons instead of the standard names. Has anyone ever experienced this?
