Opensource/free/cheap -anything works. We as administrators use CLI or MQ explorer, I just want DEVs look at their MQ objects, inhibit queues when needed, drop messages on to queues directly.
No I am not aware of the MQ console feature, majority of our MQ infrastructure is on the MQ appliance, it also has its own console, but I am trying to avoid direct access to the appliance.

Do you want Open Source, or do you just want free (or cheap)? Do you have a minimum set of tasks/operations that this tool needs to supply?
There is of course, a browser based solution that comes with IBM MQ now in the MQ Console. Have you looked at that?
There are also other vendors (including my own company) that provide web browser views into MQ. Perhaps you should describe more fully what you are after?
