    The solution is to move axis-ant.jar, axis.jar, commons-discovery.jar, commons-logging.jar, jaxrpc.jar, log4j-1.2.8.jar, saaj.jar, sl53_cj33.jar, wsdl4j.jar to C:\webMethods61\IntegrationServer\lib\jars directory from C:\webMethods61\IntegrationServer\packages<your_package>\code\jars directory.
