It could be different things, probably the best thing is to open a support case at https://www.ibm.com/mysupport/s/?language=en_US, or if you don't have the necessary entitlements, through the Administrator of the IBM Aspera High-Speed Transfer Server you are trying to download from.
You can also confirm what hostname and port the connection is trying to use checking the logs with Aspera Connect's View Logs menu option and see if maybe something is not correct there and contact your server Administrator.
Possible causes could be:
- Local firewall does not allow TCP traffic to the SSH port used by the server (typically 33001)
- The firewall at the server or an intermediate firewall is blocking connections to the SSH port from your network location
- The hostname/IP address or port configured as the public endpoint to connect to in the HSTS server or in frontend webapps like Faspex, if those are used, is not correct at least for your network environment
