Steve: at the risk of seeming sarcastic I'd say this is a clear case of the message meaning exactly what it says. Take a look at the last line in your output:

install.sh failure: terminating ... license declined.

Get a valid license and it'll probably work a lot better

Java itself is included in the AIX license, just make sure that you turn on the Accept License in the SMIT panel if installing a different one.

However, this appears to be more of a problem with a license for the Monitoring agent that you are using. You may be missing the license file for this.
