    Does anyone know how to remove it? 
    I want to remove it for every user as administrator.

    If Interactive panel is not desired at all, you can use style on reports to hide it using:-

    DIV.clsModalDlgWin, DIV.clsModelessDlgWin
    {
    display:none;
    }

    Hello

    you can try the customization options in Manage, People, Capabilities


    Within this option you have the possibility to limit access in Cognos Viewer


    I have not been able to prove it, but perhaps by that way you can limit access to certain groups of users and not to all users.

    Personally I think this option of interactivity is very good for certain users but it is not for all types of users

    If it works for you, inform me, maybe you should use it
