Yes, we've had that for some users, sometimes made worse by the screen just staying black (possibly because of notification on lock screen restrictions).
The work arounds (not really solutions) found in this case were to either configure fingerprint or facial recognition unlocking, so it unlocked quickly enough, or to hit the power button once whilst the handset is ringing. This then brings up a "return to call" option which allows an answer from the lock screen.
Samsung A20e and J4+ handsets.
I'm currently trying to replace that policy with another one to solve a bunch of other COSU-related problems, although have hit a show-stopper in another part of the policy.
