Is there a way to copy a report from a users 'my content' to the 'Team content' in Cognos analytics where I am not able to do it the  usual way as an administrator i.e., going to Security tab, Active Directory namespace and selecting the user account's  'my folders' content to do it (users my content to my content to team content) due to encryption set up on the user account in the AD namespace.

How else can I get the particular report/reports in the users my Content copied to a specific folder in the Team content?

Problem solved. I just tweaked the folder level permissions in Team Content so that the specific user could copy paste the report from his 'my Content' to 'Team Content.
