From what I've been able to determine, if you want a particular role to be able to see a branch in staging, the only way you can do that is by also giving that role development access.   Right now I have conflicting paths in flight that force me to keep prior months actuals away from my forecast until validations are complete and we get the okay to bring everybody back together in the Trunk.  Right now I have to set AccessDev and AccessStg to allow people to validate the actuals path in the branch.   Is there a reason why both permissions must be set to view Stage or is that something that could be changed ?

We've also encountered this challenge recently. Just to extend your requirement, it would be great if we could also set branch-specific permissions. ie: we've got one specific branch we'd like to open up to some users, without giving them access to other branches.
