    Disable the LACP and I still have the same problem, before reinstalling I had AIX 6.1 with a configured interface and I had no problems. any ideas?

    I always check the default route first and make sure it is configured and correct.  Beyond the server depends on your environment.  Is there a vpn involved? A firewall? A filtering proxy server?  If its any of those you will have to talk with your network team.
