That procedure works fine for standalone. If yours is a managed unit and the same user on other MUs are able to login but not on this one, then maybe you are experiencing import user issue. If so you wont be able to fix on your own but will need Support help. Please raise a Support ticket.

Thank you for feedback, i tried the disabled check box.
The error i am getting is invalid , on deployment manually its stated that users will go on inactive by default . Not sure where to activate. Is the maybe a cli command i should use? Before the passwords can be activated or to validate passwords

edit the user eg. Joe
look for checkbox "Disable"
uncheck it
update user
