a question about conducting a higher-order factor analysis using Amos

I have a question about conducting a higher-order factor analysis using Amos. I am analyzing a model with two first-order factors and one second-order factor to confirm the factor structure of an existing scale. I am aware that the number of second-order factors might be insufficient, but I am respecting the original scale's structure. To identify the model, I tried two methods: Method A) Setting the variance of the second-order factor to 1 AND fixing one of the path coefficients from the second-order factor to a first-order factor to 1. Method B) Setting both path coefficients from the second-order factor to the two first-order factors to 1.

Which of Method A or Method B is statistically correct? Also, after standardization, both the path coefficients and the coefficient of determination (R-squared) exceed 1. Is this due to a calculation error?
