When you send a document to a trading partner, let's say a file of Purchase orders (850's), their system should read them in, validate them, then send back a 997 to let you know they got them and if there were any format errors. When you recieve the 997, that is the last communication of the exchange. There is no 997 for a 997. Does that answer your first question?

The ISA14 field is part of the ISA segment, so every transaction with an ISA, including the 997, has that field, but, you do not set it as a "1" in a 997 and expect they will send a 997 to say they recieved a 997. The exchange would never stop.
It has been a very long time since I worked with X12, but from what I recall, and it's possible I'm wrong....

For the 997; You send an interchange to a trading partner, they read it in, identify who sent the interchange, identify what transaction type it is (850, 856, etc), validate the transactions for the correct X12 format, and then they send you a 997 to tell you they got the interchange and if there were any errors in it.

For the TA1; you send an interchange with major problems in it, they read it in, but can only read the ISA segment. They have no idea what transaction type is in it, because the errors are that bad. That is when they send you back the TA1.
