Does anyone experiencing sluggishness with Datacap desktop in 9.1.9? 

The performance for manual tasks on Datacap desktop is slower but the background processes are much faster. 

 What is the process to diagnose? We already turned off all logging

Best thing to do is test with native applications like TravelDocs or APT. 
It appears that all these slow issues may be a result of the overall slowness on your environment similar to your RR server taking 35 seconds just start up the exe.  Any antiv virus scanning the datacap directory?  Testing with native app use local MDB some this will give you some clues if it's your DB menaing TMS talking to the DB.  Could be the DB response is slow.  The panel and it's fields if you update or change is chatty against the DB.  This is one way of isolating if t's the DB.
