IBM is particular about the usage of third party applications. Either you need to have a license or the license should have been procured by your Geo, department or business unit. In the case of free / open source software, IBM has started a Green to Open (G2O) initiative where in a specific team reviews the terms and conditions of the end-user license agreement to see if the terms conflict with IBMers' usage of the software (fine-print about commercial use etc.)
The
G2O Listing has a list of software submitted by IBMers and their usage approval status. You'll notice that as per that list, the usage of R-Studio in IBM is not approved. If you are comfortable using it, I suggest you to use the online version, especially the one offered by IBM thru Watson Studio.
