Hi,
At this point you will be able to add PostgreSQL connections to a project, but you can not Publish it as global catalog, unless you define is using custom JDBC connector.

Thomasz - Thanks for the link. I am using an analytics project and I cannot create a Postgres shared connection but I can create a Postgres Connection asset. I cannot tell but if this is a bug or implemented as part of a design. Could you please explain the differences? Please find the screenshots attached.

PostgresSQL is by default not supported as a global connection (unless you add a custom driver).
Please start a Analytics project and check if you can add it from there:
