Yes.Seems Chrome works, but filefox and Edge fail.

I was able to download all the files on the link you provided. I'm using Chrome on Red Hat Linux outside IBM's network. I clicked on each file link (if you do right-click, it tries to download an html file, but just a normal left-click and you should see the download in yellow at the top left, it will say something like "checking agreement" and then Chrome will download it).

With the full account info, I get to the screen of Spectrum LSF Community Edition downloads: quick start, Linux tar gz, etc. However, when I click on ANY of them the browser shows this spinner in the upper left corner: Checking file/agreement. That is as far as it gets and the spinner goes forever.
Thinking it might be me, I tried this on all of my browsers on by PC, tried it with and without VPN, tried on our Linux server, and even tried my home computer. The outcome is always the same which tells me this is not a problem on my side.
