Hi Chad,
What you are seeing is an intentional change (I requested this change). It does not make sense to hide the metadata and data sections just because there is no current data source. It's possible that the data source type and data source is changed from 'No data source' to a data source at runtime. The warning is there to indicate that these sections won't apply unless the data source type is changed from 'No data source'.
Note that this change also lets you create variables without a current data source. You might want to start writing some TI code without the exact data source in hand.

Hi, this is standard behavior. When no data source is defined in the process only the Prolog and Epilog sections of the process are visible and only these two process sections will be executed when you run the process.

I am seeing an issue in 2.0.92 where creating a TI Process with No Data Source is still showing the Metadata and Data sections and then showing validation errors around those sections:
