I can confirm that TM1RunTi is still supported and can be run from Planning Analytics on Cloud. It will continue to work even with the upcoming deprecation of the rich client tier systems.
As a reminder, if the use case is to start one or more TI processes from a TI process (to run asynchronously) from the same TM1 database then you should use the RunProcess TI function. Using ExecuteCommand and TM1RunTi together is only required when running a TI process on a different TM1 database that the database using the ExecuteCommand TI function. In TM1 v12 it's very easy to run a TI process on a remote database with the new ExecuteHTTPRequest TI function (instead of ExecuteCommand and TM1RunTi).

I think the information you were given relates to PA aaS (i.e. V12 on cloud)
For my customers on V11 using PA on Cloud we definitely use both TM1RunTI and ExecuteCommand.
The only consideration in the near future with the rich tier environment being deprecated is running the encryption tool to encrypt passwords to be used with the non-interactive account for TM1RunTI.
