For this example using a "Line and Column", the 2 Y-axis have their own scaling... so they are not related - typically these charts are used for different measures like revenue and quantity where this would not be a problem. We are updating the chart soon to allow single axis to solve this.
For now, I would suggest to use the line or column chart for similar measures.

line is placed higher with lower value than column with higher value.
