At this point, running PAW on Windows 2016 requires that the "Containers" feature be enabled which I believe causes the "Hyper-V Host Compute Service" Windows service to be installed. This service "Provides support for running Windows Containers and Virtual Machines." so is used by the version of Docker that Microsoft ported to Windows that comes with the PAW installation zip file. There are 8 other Hyper-V services created by a default installation of Windows 2016 Server, but the "Hyper-V Host Compute Service" must be present and running along with the PowerShell Hyper-V extensions, etc. I'm not sure how many of the other 8 Hyper-V services are needed, but at least one is needed. PAW is a big tool, and requires a lot of technology to run.
