Firstly, thank you for all the replies on my previous question about 'Group Membership'. Unfortunately I haven't been able to test the replies as I am unable to start Cognos12.0.3.
Summary
Distributed dispatcher service starts but report service errors with - RSV-SRV-0040 The report server encountered an internal error.
Detail
Two servers
Server 1
Content Manager install - Azure SQL databases without SSL enabled in Cognos configuration(Note: Confused about whether SSL is enable on Azure). Databases successfully test (Content Store & Notification). Cognos is connecting via SQL account as sysadmin. Configuration starts without issue. Cognos Service running with AD server admin account.
Dispatcher install - Notification database tests successfully with SQL account as sysadmin. Cognos Service running with AD server admin account. Configuration starts successfully but shows the following issue.
15:25:31, 'Report ReportService', 'Response', 'Failure'.
RSV-SRV-0040 The report server encountered an internal error. Check additional information associated with this error message. If cause of problem cannot be ascertained, increase the logging level in the IBM Cognos administration tool and reproduce the conditions that caused the error. CCL_ASSERT(CAM_SUCCEEDED(status));
Server 2

Servers are more than adequate for an empty database distributed system. Both servers have 64GB of RAM.
I've opened up most of the ports because the dispatcher initially wouldn't even start and gave a -1 error.
I've change the URL's to https in case http is blocked. The distributed dispatcher on the same server as the content manager displays the same error so unlikely to be a port or http/https issue?
I am using the default passwords of the install.
