In a dashboard it is posibble to use global custom palettes. For anyone reading this wondering how to add a global palette to use in multiple dashboards, here are the steps:
- Open Manage > Customization > Palettes
- Select the + icon to create your global palette
- Open one of your dashboards in Edit mode
- Select a visualization > open the Properties panel
- Under the Colour section, select 'Change colour palette'
- You should see a section called Global that contains the colour palette you just added. You can select this to use it as the palette of your visualization
This screenshot show what this looks like. This depicts the experience in Cognos 11.2.4 but the behaviour is the same in 11.1.7

Subject: Bubble chart and custom colors
Hi everyone,
i created an active report in Cognos 11.1.7 with an bubble chart, for the coloring i want to use an custom color palette, but am unable to configure it.
In the viualisation properties i can only select predefined color palettes, not a custom palette.
In a dashboard it is posibble to use global custom palettes.
Have anyone expierence with that behaivor?
