We first encountered this change/issue when testing 11.1.2. We are currently on 11.1.5 (and have been stuck on this version since 2/2020).
The search will return only things in YOUR My Folders. But as an Admin you cannot see results in other people's My Folders. I use a 3rd party tool when I need to scour the content store including EVERYONE'S My Folders.
Now in 11.0.x we occasionally had the indexing service fail and then had to stop cognos, delete the files in the cognos install directory and start it up again and let it reindex everything.
In in 11.1.5 I do that about once per month when I have to reboot the cognos server to apply Windows Updates, etc. It keeps the directory cleaner and search faster/more efficient.
You might want to try that, especially after an upgrade, to force a full, clean reindex.
1. Stop Cognos
2. Delete (or rename, to be safe) JUST the folder named "collections" down under:
$COGNOSHOME\data\search\
For us it's under:
c:\Program Files\ibm\cognos\analytics\data\search\
3. Restart Cognos. You'll see a message a moment or two after the last message on startup (usually the dispatcher) that it's recreating the content indexer.
Depending on the size of your content store it could take a while so best to do it after hours when activity is low.

Has anyone observed that the Search functionality only returns results from Team Content and not My Content? It seems that My Content can only be searched at the folder level using the Keywords filter. Is there something I'm missing? We have users who expect all their content to be found when using the primary field search functionality.
