We are using FileNet Content Platform Engine and IBM Content Navigator on WebSphere 9.0.5 traditional installed on Windows 2016 Server Datacenter.

Is it possible to instrument FileNet Content Platform Engine and IBM Content Navigator so that they produce Opentelemetry Data?

ICN does not support Opentelemetry out of the box.

A custom plugin may be needed to produce this data for Opentelemetry.

With IBM ECM System Monitor (ESM) you can collect events, capacity metrics and performance metrics of FileNet CM and ICN, including synthetic user checks for search and retrieval performance. These events and metrics can easily be provided to 3rd party tools for alerting, observability, and analysis - e.g. to Instana or IBM AIOps or others. ESM works for FileNet on-prem and containerized.
