    Does dc_KTF.xml contain a public key?
    Also does the Datacap Server Administrator account hold a private key in "C:\USERS\xxx\APPDATA\ROAMING\MICROSOFT\CRYPTO\RSA\Sxxxx"?
    Why is it saving into a Microsoft RSA repository?

    I think the private key is generated using Administrator password. Thus, once Administrator password is changed, the string encrypted using the public key imported from dc_KTF.xml can no longer be decrypted.
