Thank you, dorothea, Blue Devil.
It is not Navigator. We want mvscan operate on Japanese folder like "E:\scanfolder\業務A\"
and afterward all operations work with this path down to the export task.
The client team tested their Datacap OCR application using a Japanese folder and it worked.
We use Windows Server 2022 and .NET is 4.8 and locale is Japanese.
Datacap is 9.1.9. So, although there seems to be no official support for Japanese folder name,
I think the client will go ahead with it.

I would try changing the windows operating system regional settings. As I know you cannot set 2 languages simultanous in windows as you tried... :-(
My oppinion it should work as in the other Windows regional language settings respectvelly you can set only one language english or japanesse. and what I could see in your sample is that you already have in regional settings the english language... than you can try to scan in such folder.
By the way I understand why you tried so, because sure if you have a latin alphabet it is working without regional settings but this is only because of ASCII + I think of windows.. let me know anyway if you have a Datacap installed it take 20 minutes maximum to try...
Can you set a japanesse batch name ? you may try also this...
Pleasse let us know too
thanks'

Hi,
Can Datacap handle a Japanese folder name?
We'd like to create a folder containing a Japanese name such as
E:\scanfolder\業務A\
and let Rulerunner run mvscan to read a pdf from this Japanese folder.
According to this support doc, Japanese is allowed in several Datacap clients, but does not mention about the Windows file path containing a Japanese.
