While not all pods in CP4BA support MS SQL now, please check with your IBM account managers about our future plans, because the Cloud Pak keeps improving.
I also wanted to mention that if you are on legacy Case Manager now, and your goal is migrating to CP4BA, then you can skip the BAW phase as an option. We have migration procedures from legacy Case Manager straight to CP4BA:

I am not an expert in this area but have been through a few battles. CP4BA will support SQL as the database For FileNet. Someone else already posted the link for that. To run in containers you will need to upgrade from Case Manager to Business Automation Workflow (BAW). Case Manager has an end of support date of April 2023 I believe so you need to be moving there regardless.
The documentation between CP4BA and FileNet Content Manager and BAW/CaseManger makes this a whole bunch more confusing than it needs to be.

So we have on-premise server based IBM Case Manager implementation since 2017 using SQL Server 2016 which we want to move to ICP4BA containers. Looks like this will not work and we are now stuck with on-premise. Is that IBM's road-map to make life difficult?

If you're referring to the database configuration to be used with components like IBM Business Automation Workflow, Business Automation Studio, IBM FileNet® Content Manager, and IBM Business Automation Navigator then I'm afraid you can only choose between DB2, Oracle and PostgreSQL.
