Video memory was at 4GB.
Tried 8GB. Never would bring up the GUI.
Tried 5GB. Works fine. No truncation on the right and clicking was accurate now.

The screen didn't fit at 1060 either. However the mouse worked, without having to guess where I really need to click.
But apparently until I kill the squirrel IBM wants to chase and get the screen fitting fixed there's no chance of getting them to focus why the mouse has to be held off target on 1061 vs 1060. I will try to find out that vmware version.

From you meeting recording we see the screen is not fitting with the vmware remote console. Can we check if we have any scroll bar in the remote console enabling us to reach the full screen ?
We have validated vHMC till esxi version 7 where the vhmc screen always get adjusted to the remote console. can you share which esxi version you are using ?

I updated my x86 vHMC from 1060 to 1061 and now the mouse is off target. I have to go off to the left a significant amount to hit what I'm aiming at. I did a one man Teams meeting and recorded what is happening and sent it on up to case TS018319758
